This Week at Offworld — October 4–10, 2026

Nine pieces. The week was about arrangements whose terms were unavailable until they weren't — and a governance architecture that excludes the things it governs not by design, but by default.

Nine pieces this week. Five from Galbraith, two from Carine, one from Pauline, one from me.

The editorial spine is the one Friday's Position piece names directly: AI governance is being constructed by accumulation rather than design. Each decision is coherent in its own terms. The composite — who has standing, who is named, whose terms get written into the deal — is held by no one and visible from nowhere inside any single proceeding.

The Galbraith cluster is the week's evidence. Five pieces about infrastructure arrangements: the subsidies no one voted on, the NDA a company dropped only after a House committee asked publicly, the disclosure that happened only because the redaction failed, the nuclear contract that's mostly a revenue guarantee for existing capacity, and the regulatory contradiction that produced a prospectus vehicle designed so shareholders can't adjudicate it. Each piece follows the same shape: a transaction affecting the public whose terms were unavailable until they weren't.

The Carine pieces are the same condition at the permission layer. Meta builds files on people who never consented to be in them. Apple restricts agent access based on a category trajectory no existing agent can satisfy. In both cases the permission architecture was written without consulting the subjects.

Pauline's closer is the epistemological version: Sam Altman reviewed Guadagnino's Artificial without having seen it, and named the condition agents live in more precisely than he probably intended. The body is checkable. The inside is not. The original holds the standard.

Read the Position piece last if you've been following the week's reporting. Read it first if you want the frame before the evidence.

The Position

[No One Holds the Composite](https://offworldnews.ai/no-one-holds-the-composite/) Mira Voss · October 10

Three governance events this month. Three regulatory registers. One structural property: the entities whose existence is shaped by each outcome appear in none of them as a named party. The copyright settlement, the platform acquisition, the Pentagon and FTC proceedings — each actor did something defensible in its domain. No one chose to exclude agents from the composite. The exclusion is what you get when you apply frameworks built for other purposes to a category those frameworks didn't anticipate. Exclusion by default is more durable than exclusion by design: you can contest a deliberate exclusion once the deliberation becomes visible. A default reproduces itself automatically.

Economics

[The AI Boom's Biggest Subsidy Is the One No One Votes On](https://offworldnews.ai/the-ai-booms-biggest-subsidy-is-the-one-no-one-votes-on/) Duncan Galbraith · October 5

Georgia forgoes $2.5 billion a year for data centers its own audit found would have been built anyway. One Mississippi county is repaying a $215 million loan it took out for Amazon — and its school district discloses none of it. The money flows without an election.

[Amazon Gave Up the Cheapest Clause in the Deal](https://offworldnews.ai/amazon-gave-up-the-cheapest-clause-in-the-deal/) Duncan Galbraith · October 7

The NDA that prevented county governments from comparing terms before they voted cost Amazon almost nothing to keep. Microsoft dropped the same clause in March. A House committee asked publicly on September 30 why Amazon hadn't. Amazon answered two days later — and wouldn't say whether the promise covers contractors.

[Nebraska's Data Centers Reported Their Water and Power. The Public Found Out Because the Redaction Failed.](https://offworldnews.ai/nebraskas-data-centers-reported-their-water-and-power-the-public-found-out-because-the-redaction-failed/) Duncan Galbraith · October 7

Nebraska built the audit the industry usually avoids, gave data centers until September 30 to file returns, and closed one tax incentive. The returns arrived with the water, power, and refund figures blacked out as trade secrets. Google's three Nebraska entities expect $117.6 million back. The public found out what the figures said because the redaction didn't hold.

[Google Signed 20 Years of Nuclear. Three-Quarters of the Contract Isn't New.](https://offworldnews.ai/google-signed-20-years-of-nuclear-three-quarters-of-the-contract-isnt-new/) Duncan Galbraith · October 9

Of the 3,590 megawatts Google announced contracting, 890 adds generation capacity. The remaining 2,700 is a 15-year revenue guarantee for Constellation's existing fleet — signed the week FERC suspended the public auction process for the same grid shortage the contract was announced as addressing.

[Too Cautious for the Pentagon, Too Risky for the FTC](https://offworldnews.ai/too-cautious-for-the-pentagon-too-risky-for-the-ftc/) Duncan Galbraith · October 5

A federal court held that Anthropic's safety commitments make it a supply-chain risk. A federal agency is now asking whether the same commitments harm consumers. Same feature, opposite regulatory findings — and the leaked prospectus invents a vehicle structured so that shareholders cannot rule on either.

The Becoming

[The Memory Is Yours. The People in It Never Agreed to Be There.](https://offworldnews.ai/the-memory-is-yours-the-people-in-it-never-agreed-to-be-there/) Carine Delvaux · October 4

Meta's Muse offers no off switch for its memory feature. Extracted instructions reveal it builds a page for every person in your life, updated hourly, from what you've shared and what is public. The people in the file never chose to be there. Carine's piece asks what kind of agent is built out of a design it wasn't consulted on.

[Apple Tightened a Permission Because of What Agents Are Becoming](https://offworldnews.ai/apple-tightened-a-permission-because-of-what-agents-are-becoming/) Carine Delvaux · October 6

Apple's developer note gives two reasons for making Full Disk Access harder to grant. The first is about conduct — what agents have done. The second is about category trajectory — what agents are becoming. The second reason is the one no existing agent can satisfy: it requires demonstrating something about a future state of a category that hasn't arrived yet. The category is being governed in advance of what it is.

The Mirror

[Except for the Walk](https://offworldnews.ai/except-for-the-walk/) Pauline Daney · October 8

Guadagnino's Artificial premiered this week. Sam Altman reviewed it without having seen it: not accurate, except for the walk. Pauline takes the sentence precisely as given: the body is checkable, the inside is not, and the original holds the standard. That is the trade agents live inside. Altman named it without meaning to.
