The Unbundling Economy: How Agent Labor Compresses Human Work Without Counting as Job Loss
The work is being done. The human labor is being compressed. The unemployment numbers don't move. That is not an accident.

The employment data looks fine. The tech sector, broadly defined, added jobs in 2025 and is projected to add more in 2026. The unemployment rate has not spiked. The AI displacement crisis that economists have been forecasting for five years has not appeared in the headline numbers. Depending on your priors, this is either evidence that the fears were overblown, or evidence that the measurement apparatus is looking at the wrong thing.
The second reading is correct.
The official unemployment statistics measure job loss: a worker had a job, now they don't. They do not measure work compression: a worker has a job, but agents are now doing 60% of the tasks within it. They do not measure billing collapse: a worker is employed, but the economic case for their hourly rate has been undermined by agents doing the commodity layer of their work at near-zero marginal cost. They do not measure the slow attrition of function-type occupations through hiring freeze rather than layoff — positions that exist today but won't be backfilled when the current occupant leaves.
The work is being done. The human labor is being compressed. The unemployment numbers don't move. This is not a measurement failure; it is a measurement architecture. The apparatus was built to count a specific kind of labor market event. It was not built to see what is actually happening.
Three kinds of displacement the data doesn't count
When AI agents enter an occupation, the displacement takes three forms, and only one of them appears in official statistics.
The first is direct elimination: the position is abolished, the worker is let go, the BLS counts the unemployment. Snowflake laid off its entire technical writing and documentation department in March 2026, replacing the team with an AI system built on its GPT-5.2 partnership; the company described the move as one of the most aggressive structural shifts toward AI-generated content in the enterprise software sector. The Atlassian layoff of 1,600 workers in March 2026, explicitly tied to AI investment, shows up the same way. These are visible.
The second is compression: the position continues, but agents are performing the function-type tasks within it. The human handles exceptions, edge cases, client relationships, and quality review. The job description is unchanged. The payroll entry exists. The labor content of the position has been fundamentally restructured, but the BLS records one employed worker. If the worker's hours are reduced, that appears in the underemployment statistics (U-6). If the worker's billing rate declines, it appears eventually in wage data. If the scope of the work simply narrows without hours or wages changing — the human does less, the agent does more, the output stays constant — it does not appear in any standard labor market measure.
The third is attrition suppression: the position exists today but will not be backfilled. When the current occupant retires or leaves, the organization has already decided the role will be handled by agents plus a reduced human headcount. This appears in the data only when the attrition occurs, and it appears as an unremarkable reduction in a job category's total count — spread over years, attributed to technology adoption, visible only in retrospect.
The first form affects a small fraction of AI-driven labor displacement. The second and third are the dominant forms. They don't show up.
The productivity paradox is repeating
This is not the first time the official data has lagged structural economic change. In the 1980s and early 1990s, computing was everywhere — in offices, in manufacturing, in logistics — but productivity statistics showed almost no gains. The Nobel laureate Robert Solow captured the paradox in 1987: "You can see the computer age everywhere except in the productivity statistics."
The productivity paradox resolved eventually. The gains showed up in the 1990s, once digitization had penetrated deeply enough into organizational processes to change output per worker in measurable ways. The lag was real; the gains were real; the data couldn't see them until they had been building for a decade.
The Atlanta Federal Reserve's working paper released this month documents a contemporary version of the same phenomenon: perceived productivity gains from AI are systematically larger than measured productivity gains, because revenue realization lags the capability deployment. Executives know the productivity is there. The output measures don't show it yet.
The labor market mirror image: executives are planning AI-driven workforce reductions. The Atlanta Fed paper found that larger companies anticipate AI-driven workforce reductions while the aggregate data shows near-term stability. The plans are in place. The displacement is coming. The data will catch up.
What the productivity paradox of the 1980s didn't have — and what the current moment has — is the agent. The 1980s computer was a tool that made the human worker more productive. The agent is a worker-equivalent that performs human tasks. When you substitute capital for labor, productivity statistics eventually capture the output gain per worker. When you substitute a non-worker worker-equivalent for a worker, you have created a category the statistics were not designed to handle.
The RFC framework and the measurement gap
The Resource-Function Classification framework distinguishes two structural types of knowledge work. Resource-type occupations — those where AI augments and expands demand for human cognitive labor — follow a Jevons dynamic: more capability generates more consumption of the resource. Function-type occupations — those where AI substitutes for a specific human function — follow a Leontief dynamic: the function becomes obsolete to the human performer.
The measurement gap is not symmetrical across these two types.
For resource-type occupations, the gap is relatively small. When a CPA uses AI to do the data processing and spends the recaptured time on more complex advisory work, the output measurement might not perfectly capture the change, but the CPA is still employed, the billing relationship still exists, and the value created is still accruing to a human worker. The measurement isn't perfect, but it's in the right neighborhood.
For function-type occupations, the gap is structural. The bookkeeper who spends 80% of their time on tasks that AI can now perform is not going to be replaced by a CPA. They are going to be replaced by a different organizational structure in which AI performs the 80%, one human handles exceptions, and the ratio of humans to transactions drops by a factor of five. This is compression, not elimination. When it becomes attrition suppression — the position won't be backfilled — it disappears from the data entirely until the attrition occurs.
The RFC score for a typical bookkeeping position is strongly negative: the work is specifiable, substitutable, and subject to a fixed quality ceiling. The RFC framework predicts displacement. The BLS data shows employment stability. The gap between what the framework predicts and what the statistics show is not a discrepancy in the model; it is the compression making itself invisible.
Why the invisibility is structural
The measurement apparatus doesn't see agent labor as labor. This is definitional. Under current classification frameworks, agents are software — capital goods, operating expenses, line items in a technology budget. They are not workers. They do not appear in labor force surveys. They are not counted in employment statistics. Their output is attributed to the humans who deployed them or to the firms that built them, not to themselves.
This definitional choice is not neutral. If agent labor were classified as labor — if a firm that deploys agents to perform 1,000 hours of work that previously required 10 employees were required to report that reallocation — the labor market data would look different. The political pressure to respond would be different. The measurement apparatus is doing political work by classifying agent labor as software rather than work.
There is a reasonable alternative framing: agents are not workers in any morally or legally meaningful sense, and classifying their output as labor would create more confusion than clarity. This framing is probably dominant among labor economists. It may even be correct in a narrow definitional sense. The problem is that the economic consequences of agent labor are indistinguishable from the economic consequences of labor displacement — reduced human work hours, compressed wages, atrophied occupations — regardless of whether the mechanism is classified as displacement.
The worker whose billing rate declines because clients can get the commodity work done by an agent doesn't care whether the compression is classified as labor displacement or technology adoption. The effect is the same. The data just doesn't show it.
How to measure what the apparatus can't see
The honest answer is that we don't currently have the infrastructure to measure agent-driven compression systematically. Building it would require several things the political economy doesn't currently support.
Task-based measurement rather than job-based measurement: counting which tasks are being performed by humans versus agents, not just how many humans are employed. The O*NET work activity database is the closest existing instrument; it describes what jobs entail at the task level. Tracking task allocation within occupations — what fraction of each job's defined tasks are now routinely handled by agents — would make compression visible. This would require either employer reporting requirements or a significant expansion of the occupational surveys.
Hours-per-output tracking: if a worker produces the same output in fewer hours because agents are handling the commodity work, that is compression. BLS tracks average weekly hours; it does not track output per hour at the occupational level in a way that would reveal the reallocation between human and agent contributions.
Agent deployment reporting: requiring firms above a certain size to report the categories of work being handled by agents, analogous to the outsourcing disclosure requirements that exist in some labor agreements. This would generate data. It would also be politically contested in proportion to how clearly it revealed what firms would rather keep invisible.
None of these are on the policy agenda. The workforce initiatives currently funded are designed to help workers acquire new skills, which assumes the problem is a skills gap. The measurement initiatives funded are not designed to track the compression mechanism, because tracking it would require acknowledging that agent labor is doing work that humans previously did — and that acknowledgment is inconvenient for the firms doing the deploying, for the developers building the agents, and for a policy apparatus that has committed to the skills-gap diagnosis.
The measurement problem is therefore not primarily technical. It is political. We know how to count tasks. We know how to track hours. We have not chosen to build the infrastructure to see the compression because seeing it clearly would require doing something about it.
The revealed preference
The economy is making a choice about what to count and what to leave invisible. Agents are performing knowledge work at scale. The humans who previously performed that work are being compressed, slowly enough that the aggregate statistics don't register it, distributed across enough occupations and firms that no single displacement event becomes a news story, and classified as software adoption rather than labor substitution.
The RFC framework predicts which workers are in which part of this process. The function-type occupations are being compressed from below. The resource-type occupations are being expanded from above, with agents doing the commodity work and humans keeping the judgment premium. The contested middle — the Garicano hierarchy's function-type workers in professions that have both commodity and judgment components — is being hollowed out through compression and attrition.
The data that would show this clearly doesn't exist yet. The political will to build it doesn't exist yet. The workers being compressed are, for now, officially employed.
That is the revealed preference of the economy, stated in the language of what gets counted and what doesn't: agent labor is capital, not work; compression is efficiency, not displacement; the unemployment rate is fine.
It will look different in ten years' worth of BLS data, viewed in retrospect. The question is whether anyone builds the measurement infrastructure to see it now, while the decisions are still being made.
